Baseline Advisory Opens as an Independent Voice for Local Government Buyers

Baseline Advisory LLC has launched as an independent procurement advisory firm serving cities, counties and states. The firm helps them define what they need, structure sound solicitations, and evaluate proposals across both sides of the assessment function: the systems — computer-assisted mass appraisal, valuation, and tax billing and collection — and the services, including cyclical reassessment, mass appraisal, data collection and appeal support.
The firm is founded by Tony Henderson, who spent 33 years in property tax technology, most recently as vice president of sales for a leading assessment and tax firm. He began his career as a field appraiser in Franklin County, Ohio, and has been a member of the International Association of Assessing Officers since 1991.

The launch responds to a widening gap in how local government buys technology and appraisal services. Procurements are consolidating into fewer, larger, longer contracts at the same time that experienced procurement and assessment staff are retiring in numbers. The result is that cities, counties and states are making bigger decisions with thinner institutional memory — often working from requirements documents inherited from a predecessor and a market that has changed considerably since those documents were written.
